Review of digital competence training provisions and competencies frameworks for domiciliary care workers and older people in Europe (WP1)

Abstract:This report summarizes the findings of the research on “Digital competences provision and competence frameworks for domiciliary care workers and older people in Europe” carried out under WP1 of the careNET project.

  • Section 1 presents a description of the research methodology used to collect and analyze data;
  • Section 2 presents an overview of homecare services in the careNET partner countries;
  • Section 3 reports on training programmes and initiatives addressed to caregivers;
  • Section 4 provides an overview of how domiciliary care services are organized;
  • Section 5 describes initiatives and policies specifically relevant to ICT
  • Section 6 provides a short description of practices in ICT and digital competence provision for the careNET target gropus
  • Section 7 finally reports on stakeholders’ views and perceptions relevant to the impact of ICT  on homecare services.

 The report is comprised of an ”Annexes” Section providing the research tools used and the local reports drawn up in each careNET partner territory.

Identification of digital knowledge, competencies and skills needed by care workers (WP2)

Abstract: The aim is to identify the common and specific digital competences that domiciliary care workers and care recipients aged 65+ years in domiciliary long term need in relation to employability and professional development for care workers and active ageing for older people, related to the social exclusion of these groups, against a background of affordances of available technology.

Data has been collected in real context of work and life in the CareNET consortium, respectively in Denmark, France, Greece, Hungary, Italy, United Kingdom and Spain and analysed to provide the content to the descriptions of the digital competence areas and interrelated competences in the Map of Domains of Competence.

The common digital competences are the foundational areas of competence: 1. Technological orientation, 2. Information seeking and management, 3. Communication, collaboration and participation, 4. Creation of content and knowledge, 5. Privacy and security and 6. Informed decision making and problem-solving. The specific digital competences for the care recipients are the day-to-day areas of competences. 1. Online transactions, 2. Social connections, 3. Wellbeing, 4. Leisure, 5. Community participation and 6. Self-expression. The specific digital competences for the care workers are the vocational areas of competence: 1. Care management and administration, 2. Peer learning, 3. Employability and 4. Enabling the ICT use by others.

Learning pathways and resources (WP3): 04 Training architecture (curriculum design)

Introduction: The aim of this programme is to provide you with a balanced learning experience that will develop and enhance your digital competences, so that you are more confident and able to progress with your life and professional goals through the safe, responsible and productive use of ICTs (Information and Communication Technologies) and digital media. The course is aimed at developing the baseline digital competence necessary for all care workers.

Learning pathways: The learning materials cover three key learning pathways:

1.Foundational – The objective is to help you build a set of foundational set of digital competences that provide a range of reusable skills, knowledge and attitudes for basic ICT use.

2. Day to Day – The objective is to use authentic joint (involving you and the care recipient) learning scenarios to build on the foundational skills and focus on particular elements of digital competence that promote active engagement with online and digital activity.

3. Vocational – The objective is to enable you to manage and advance your professional life though the use of acquired digital skills and knowledge.

Learning pathways and resources (WP3): Profiling tool

Summary: This document describes the careNET profiling tool that is designed to provide information on the baseline digital competence of participant’s enrolling on the CareNet programme and provide some indication of their knowledge and attitudes towards ICTs and learning. Results from the tool will be made available to the tutors and to the participants themselves. The aim is to understand the baseline skills and motivations of the participants to help organize their learning journey through the careNET programme.

Learning Relay Centres establishment and technological development (WP4): Virtual Learning Environment

Summary: This report is produced within the framework of the WP4: Learning Relay Centres establishment and technological development. It offers to the partners and especially to the piloting partners a developed introduction of the technological framework of the careNET learning and provides a technical and visual overview of each instrument to simplify and support the pilots implementation.

Piloting and -validation (WP5): 08 Piloting procedures

Summary: The Piloting procedures represent the Deliverable 08 produced within the framework of the work package 5: Piloting and validation. They aim to give practical guidance to the piloting exercise that can be used by staff and organisations involved in the pilot: project partners, external organisations and local partners. This deliverable also contributes to the coordination of partners’ activities by guiding them on how to participate in the pilot. The Piloting Procedures document is composed of 5 chapters which introduce the pilot in the context of the project, describe the original national piloting scenarios and develop the three phases of the pilot: the pre-pilot, pilot and post-pilot phases. The deliverable explains for each phase the range of activities, the administrative procedures and the required templates.

Piloting and -validation (WP5): 09 Reports on piloting

Summary: King’s College London, FBIS and IPERIA produced a piloting report at the end of the project. This report constitutes the final evaluation of the pilot: it assesses the cooperative learning between care workers and care recipients, the improvement of their quality of life and of care through the project’s innovation.The piloting reports introduced the implementation, results, best practices and recommendations of the careNET national pilots in France and Spain.
